Kirsteen has a general civil and criminal practice with specialisms in public, constitutional and administrative law. She has particular expertise in non-refoulement law, appearing regularly before the Torture Claims Appeal Board and the courts in Judicial Review proceedings and is the author of the only publication on non-refoulement law in Hong Kong.

Kirsteen has conducted training for professionals in this area and has also advised the government with regard to a range of constitutional and human rights issues as a member of the Bar Association’s Constitutional Affairs and Human Rights Committee. She also has experience in regulatory and disciplinary proceedings and appears regularly before the criminal courts.
